Coffee Shop Water Cost in Metro Manila: 2026 Rates

By Robin Salvador, co-founder, Caffeine Brothers
Last updated: October 20, 2026

Quick answer: A Metro Manila coffee shop billed as Business Group I pays a fixed ₱956.27 (Manila Water) or ₱1,123.63 (Maynilad) for its first 10 cubic metres a month, then ₱95.72 or ₱112.89 per cubic metre up to 100 cubic metres, under the 2026 tariffs in force since January 1, 2026. At 40 cubic metres a month the basic charge is ₱3,827.87 or ₱4,510.33, and about ₱4,900 to ₱6,700 once the environmental charge, sewerage charge and 2% government tax are added. The water inside a cup of brewed coffee costs about 2 centavos. Washing uses far more.

Key takeaways

  • Both 2026 schedules took effect January 1, 2026: Manila Water added a 6.96% rebasing tranche plus a 0.68% CPI adjustment, and Maynilad applied a 2.85% rate adjustment limit.
  • Business Group I pays a fixed charge for the first 10 cubic metres (₱956.27 East Zone, ₱1,123.63 West Zone) even if it uses less.
  • Semi-Business accounts pay the residential ₱210.43 or ₱247.24 for the first 10 cubic metres, then rising block rates.
  • Sewered Business Group customers pay a sewerage charge of 32.85% (Manila Water) or 20% (Maynilad) of the water charge. The environmental charge is 25% at Maynilad and 25% to 30% at Manila Water.
  • The last rebasing tranche takes effect January 1, 2027. GMA News reported ₱1.05 to ₱1.08 per cubic metre for Manila Water, subject to recomputation by MWSS.

Water rarely tops a café budget, but it is a fixed monthly line that rises every January. This guide uses the two concessionaires’ own 2026 tariff notices to show what a small café pays, where the water goes, and what changes in 2027. It sits next to our guides on coffee shop electricity cost and barista salary and staff cost.

Which water rate class does a coffee shop fall under?

Manila Water serves the East Zone, including Makati, Mandaluyong, Pasig, Pateros, San Juan, Taguig, Marikina, parts of Quezon City, Manila and Parañaque, and several Rizal towns. Maynilad serves the West Zone, including most of Manila, western Quezon City, Caloocan, Las Piñas, Malabon, Muntinlupa, Navotas, Parañaque, Pasay, Valenzuela, part of Makati, and several Cavite cities.

Both 2026 notices list three non-residential classes: Semi-Business, Business Group I and Business Group II. The notices give the rates for each class but do not say which kind of establishment goes where. Your class is printed on your bill, so check it before you budget. A footnote on both notices helps small shops in the Semi-Business class: under IRR-2008-03, their first 10 cubic metres are billed at the residential rate.

How much is the monthly water bill for a café?

The chart compares the basic charge at four consumption levels. Semi-Business costs much less at low volumes because the first block is billed at the residential rate. The gap narrows as use grows, since Semi-Business block rates climb while Business Group I stays almost flat.

The basic charge is only part of the bill. Both notices say the monthly bill is the sum of five items: the water charge (basic charge plus the foreign currency differential adjustment, or FCDA), the environmental charge, the sewerage charge, a maintenance service charge based on meter size, and government taxes of 2% plus the actual local franchise tax. The table adds these up for a café using 40 cubic metres a month on a ½-inch meter.

Estimate as of October 20, 2026. Excludes FCDA and local franchise tax. Without a sewer connection, Business Group I totals are ₱4,882.06 to ₱5,077.29 (Manila Water) and ₱5,752.20 (Maynilad). Manila Water’s notice gives the environmental charge as “from 25 to 30%”, so both ends are shown. Calculation: Caffeine Brothers, from the 2026 tariff notices.

The FCDA changes every quarter and is small. Maynilad’s own notice, posted September 15, 2026, sets its October to December 2026 FCDA at negative 0.02% of an average basic charge of ₱52.86 per cubic metre, an average rebate of ₱0.01 per cubic metre. GMA News reported on September 11, 2026 that Manila Water’s FCDA would rise by ₱0.08 to ₱0.46 per cubic metre from October, and that Maynilad’s tariff would rise by an average of ₱0.24 per cubic metre. The Maynilad figures conflict; we follow the utility’s notice. Either way, the FCDA moves a 40 cubic metre bill by less than ₱20.

How much water goes into the coffee itself?

Very little. The National Coffee Association’s pour-over guide gives a ratio of 1 gram of coffee to 13 to 16 grams of water. A 10 g dose at 1:16 uses about 160 ml. Its espresso guide uses a 1:2 ratio, so an 18 g double yields about 36 g of espresso. The same NCA pages advise cold water, filtered if possible, and say to avoid distilled or softened water.

At the Business Group I rate for 11 to 100 cubic metres (₱95.72 or ₱112.89 per cubic metre, so about 10 to 11 centavos a litre), the water in a 160 ml cup costs ₱0.015 to ₱0.018 before add-ons. The coffee costs far more. Ten grams of our Robusta from a 1 kg bag costs ₱8.13 at October 20, 2026 prices, and Benguet Arabica costs ₱10.68. That is roughly 450 to 700 times the cost of the water. For a full per-cup breakdown, see coffee cost per cup for café owners.

Most café water goes into washing: rinsing pitchers and portafilters, dishwashing, handwashing and cleaning. Two US references give per-use volumes. The EPA says pre-rinse spray valves had a federal limit of 1.6 gallons per minute (6.1 litres per minute) under the Energy Policy Act of 2005, that a 2019 rule lowered the limit to 1.00 to 1.28 gallons per minute by class, and that models made before 2005 can use 3.0 to 4.5 gallons per minute (11.4 to 17.0 litres). ENERGY STAR caps a high-temperature undercounter dishwasher at 0.86 gallons (about 3.26 litres) per rack.

Will water rates go up in 2027?

Yes, one more step is scheduled. GMA News reported on August 26, 2026 that the last tranche of the 2023 to 2027 rate rebasing takes effect on January 1, 2027. Manila Water spokesperson Jeric Sevilla said the approved increase for Manila Water was between ₱1.05 and ₱1.08 per cubic metre for 2027, and that MWSS will still recompute the final figure. If an increase of that size applied to all 40 cubic metres, it would add about ₱42 to ₱43 a month to the basic charge before add-ons. We found no final January 2027 figures for either concessionaire as of October 20, 2026.

What water rules apply to a café?

The Department of Health’s Philippine National Standards for Drinking Water of 2017 (Administrative Order No. 2017-0010) applies to “all food establishments” among others, and defines drinking water as water for direct consumption or for use in food preparation. It lists total hardness at 300 mg/L as an acceptability parameter. The Code on Sanitation (Presidential Decree No. 856) asks food establishments for wash-hand basins with hot and cold or tempered running water of at least 37.8 °C, utensil washing in warm water at 49 °C, and, as one of the listed sanitizing options, immersion for at least half a minute in hot water of at least 77 °C, and only potable water for ice. Your local sanitary permit covers these points; see our guide to coffee shop permits in the Philippines.

Six steps to keep a café water bill in check

  1. Check your rate class on the bill. Semi-Business and Business Group I differ by more than ₱1,200 a month at 20 cubic metres.
  2. Ask whether you are billed a sewerage charge. Maynilad applies it to customers connected to sewer lines, so confirm your connection status with the concessionaire.
  3. Read the meter at closing and again at opening. Any movement overnight points to a leak or a running tap.
  4. Time the pre-rinse. Thirty minutes a day at 6.1 litres per minute is almost 4.8 cubic metres a month, and an older valve uses nearly twice that.
  5. Run the dishwasher with full racks, since water per rack is fixed by the machine.
  6. Budget for January 2027, when the last rebasing tranche takes effect, and recheck your class and rates on the first bill of the year.

You can model water with your other fixed costs in the Coffee Lab calculators or our financial fundamentals for café owners.

Frequently asked questions

Do coffee shops pay commercial water rates in Metro Manila?

Manila Water and Maynilad bill non-residential accounts as Semi-Business, Business Group I or Business Group II. Their 2026 tariff notices list the rates for each class but do not say which class a café falls under, so check the class printed on your water bill.

How much does water cost per cubic metre for a business in 2026?

Under the 2026 tariffs, Business Group I pays a fixed ₱956.27 (Manila Water) or ₱1,123.63 (Maynilad) for the first 10 cubic metres, then ₱95.72 or ₱112.89 per cubic metre from 11 to 100 cubic metres. Environmental, sewerage and tax charges are added on top.

Does the sewerage charge apply to every café?

No. Maynilad’s notice applies the sewerage charge to customers connected to sewer lines, at 20% of the water charge for Business Group I and II. Manila Water’s notice sets 32.85% for Business Group I and II. Semi-Business customers pay 0% in both zones.

How much water is in a cup of brewed coffee?

The National Coffee Association’s pour-over ratio is 1:13 to 1:16. A 10 g dose at 1:16 uses about 160 ml of water, which costs around 2 centavos at 2026 Business Group I rates, before add-on charges.
