Quick answer: The Department of Energy’s survey for October 1 to 8, 2026 found 11 kg household LPG tanks selling for ₱1,268 to ₱1,710 in Metro Manila, with a common price of ₱1,430, up from ₱1,341 in early September. Petron and Regasco then added another ₱4.50 and ₱7.50 per kilogram in mid-October and cut ₱50 per tank on Oct 27. At these prices, heating a liter of water on a gas burner costs a café about ₱1.93 to ₱2.67, compared with ₱1.58 to ₱1.70 on an electric coil or induction cooker.
Key takeaways
- DOE’s NCR monitoring put the common 11 kg price at ₱1,430 for Oct 1 to 8, 2026, against ₱1,341 for Sept 1 to 7.
- In the City of Manila, Gasul, Solane and Gasul Elite each rose ₱139 per tank between the two surveys; Fiesta rose ₱183 and Regasco ₱121.
- The ₱3 per kilogram excise tax on LPG is suspended under Executive Order No. 125 and returns by Dec. 25, 2026 at the latest. That is ₱33 per 11 kg tank before VAT.
- One 11 kg tank holds about 144.5 kWh of energy. At burner efficiencies measured by EPRI, it heats roughly 537 to 741 liters of water from 25 °C to 95 °C.
- Heating the 200 ml for one cup costs about ₱0.39 to ₱0.53 with LPG. A 10 g dose of our Robusta beans costs ₱8.13.
LPG is the main fuel for many Philippine café kitchens, carinderias and food stalls. This guide uses the Department of Energy’s own price monitoring, the oil companies’ price notices filed with DOE, and published efficiency tests to show what a tank costs now and what it costs per liter of hot water. What is the LPG price in Metro Manila right now?
DOE’s Oil Industry Management Bureau checks 11 kg household cylinder prices across Metro Manila every month. Its October 1 to 8, 2026 survey found prices from ₱1,268 to ₱1,710 and a common price of ₱1,430. The September 1 to 7 survey had a range of ₱1,025 to ₱1,535 and a common price of ₱1,341. That is ₱89 more per tank, or about ₱8.09 per kilogram, for the most common price.
Prices differ by brand and by city. The table uses the City of Manila row because it lists all five big brands in both months.
| Brand (11 kg) | Sept 1 to 7, 2026 | Oct 1 to 8, 2026 | Change |
|---|---|---|---|
| Gasul Elite | ₱1,341 | ₱1,480 | +₱139 |
| Gasul | ₱1,291 | ₱1,430 | +₱139 |
| Fiesta | ₱1,185 | ₱1,368 | +₱183 |
| Solane | ₱1,266 | ₱1,405 | +₱139 |
| Regasco | ₱1,185 | ₱1,306 | +₱121 |
| NCR common price (all brands) | ₱1,341 | ₱1,430 | +₱89 |
| NCR overall range | ₱1,025 to ₱1,535 | ₱1,268 to ₱1,710 |

The ₱139 jump for Gasul and Solane matches the ₱12.64 per kilogram increase both filed for early October (₱12.64 × 11 kg = ₱139.04). DOE’s monitoring also includes smaller brands such as Pryce Gas, Superkalan, Brent Gas and Island Gas, which sold for ₱1,268 to ₱1,710 depending on the city.

Oil companies send DOE a text notice before each price change, and DOE posts a summary. The October survey was taken in the first week, so it does not include the later steps below.
| Effective | Company | Adjustment filed with DOE |
|---|---|---|
| Oct 1 to 2 | Petron, Solane (Isla LPG), Pryce Gases, Seagas, Liquigaz | +₱12.64 per kg |
| Oct 3 | Regasco | +₱10.00 per kg |
| Oct 10 | Regasco / Petron | +₱5.00 / +₱2.50 per kg |
| Oct 17 | Regasco / Petron | +₱2.50 / +₱2.00 per kg |
| Oct 27 | Petron (Gasul, Fiesta), Solane | −₱50.00 per 11 kg tank |
| Oct 28 | Pryce Gases | −₱4.50 per kg |
There is one disagreement in the reporting. The Philippine Star quoted Regasco’s president Arnel Ty on Oct 4 as planning ₱10, ₱5 and ₱3 per kilogram, a ₱18 total. The notice DOE posted shows ₱2.50 for Oct 17 and a ₱17.50 total. We used DOE’s figure. Solane said its Oct 27 cut works out to ₱4.55 per kilogram including VAT, GMA News reported.
For context, Mr. Ty told Dobol B TV on Oct 22 that LPG was selling for about ₱1,300 to ₱1,400 a cylinder, against around ₱1,600 during the March and April spike, and expected a ₱1 to ₱3 per kilogram increase in November, the Daily Tribune reported. He said each $50 per ton change in the international contract price moves local prices by about ₱3 per kilogram. DOE’s list of notices had not posted a November 1 adjustment when we checked on Nov 5.
Why could LPG cost more after Christmas?
The tax on LPG is currently zero. President Marcos signed Executive Order No. 125 on Sept. 25, 2026, which “fully suspended” the excise tax on LPG except when used for petrochemicals or as motor fuel, GMA News reported. The normal rate under the TRAIN law is ₱3.00 per kilogram, or ₱33 on an 11 kg tank before VAT.
The suspension does not last. According to P&A Grant Thornton’s summary of BIR Revenue Memorandum Circular No. 100-2026, the tax returns automatically one week after the one-month average Dubai crude price falls below $80 a barrel, or three months after the order took effect, whichever comes first. That makes Dec. 25, 2026 the latest date. If you buy LPG for the Christmas rush, the last weeks of December are when this matters.
The tax cut did not lower prices in October. LPGMA said the October increases were bigger than the tax relief because of world prices and shipping, and GMA’s Oct 4 report quoted laundry shop workers in Quezon City who said they would absorb the cost rather than raise prices.
Is LPG or electricity cheaper for heating water in a café?
Price per tank does not tell you cost per cup. For that you need the energy in the fuel and how much of it ends up in the water.
- The IPCC’s default net calorific value for LPG is 47.3 MJ per kilogram, or 13.14 kWh. An 11 kg tank holds about 144.5 kWh. At ₱1,430 a tank (₱130 per kg), that is ₱9.89 per kWh of fuel.
- Water needs 4,184 joules to warm 1 kilogram by 1 °C, the USGS says. Heating 1 liter from 25 °C to 95 °C takes 292,880 joules, or 0.0814 kWh.
- Meralco’s October 2026 rate for a typical 200 kWh household is ₱15.0615 per kWh. For a small café on the GS-A rate, we use ₱16.2184, the 1,000 kWh rate without the residential-only energy tax.
Burners and hot plates waste part of their heat. The Electric Power Research Institute tested cooktops in 2014 by heating water from 21 °C to 93 °C. Its gas range delivered 35.2% of its energy to the water at full power with a large pot, 41.7% at half power and 30.2% with a small pot. An electric coil reached 83.4% with a large pot but only 41.5% with a small one. Induction stayed at 75% to 78% with either pot.

| Heat source | Efficiency (EPRI) | Cost per liter, 25 to 95 °C | Liters per 11 kg tank |
|---|---|---|---|
| LPG burner, small pot | 30.2% | ₱2.67 | about 537 |
| LPG burner, large pot, full power | 35.2% | ₱2.29 | about 625 |
| LPG burner, large pot, half power | 41.7% | ₱1.93 | about 741 |
| Electric coil, large pot | 83.4% | ₱1.58 | |
| Induction | 77.6% | ₱1.70 | |
| Electric coil, small pot | 41.5% | ₱3.18 |
Read these numbers with care. EPRI tested a natural gas range in the United States, at 10 °C room temperature, and said its gas results should not be compared directly with the electric ones. A commercial LPG burner, a kettle with a lid, or a pot that is too small for the flame will all give different results. The point that holds is the order of size: at today’s prices, an efficient electric cooker heats water for about the same or less than LPG, and a badly matched pot wastes more money than the fuel choice does.
How much does LPG add to a cup of coffee?
A brewed cup uses about 200 ml of hot water. At the costs above, that is ₱0.39 to ₱0.53 with LPG and about ₱0.32 to ₱0.34 with an electric coil or induction cooker. Compare that with the coffee itself. At our Nov 5, 2026 shop prices, a 10 g dose costs ₱8.13 from a 1 kg bag of Robusta (₱813), ₱8.66 from CB’s Finest (₱866) and ₱10.68 from Arabica (₱1,068).
So the fuel to heat brew water is around 4% to 7% of the bean cost per cup. LPG matters more for a café kitchen that fries, grills or simmers all day. For a coffee bar, the bigger savings usually come from the espresso machine’s boiler and from buying beans in bulk. Our Coffee Lab calculators help you run your own numbers.
How to buy and store LPG safely for a café
The LPG Industry Regulation Act, Republic Act No. 11592, approved on Oct 14, 2021, sets the rules for everyone in the LPG chain. A few of its rules help a café owner check what they are buying:
- Buy from a licensed dealer. The law prohibits selling LPG or cylinders without the required DOE license, business permit and other certificates.
- Check the seal. Selling a filled cylinder without a seal, or with a tampered, fake, broken or wrong-brand seal, is a prohibited act.
- Expect the right weight. Refillers must fill cylinders to the exact net content and must weigh and leak-test every cylinder before it leaves the plant.
- Stay with branded cylinders. Refilling or selling a cylinder under another company’s trademark without its approval is prohibited, and refilled LPG cartridges cannot be sold.
- Register bigger setups. A business that buys LPG in bulk for its own use, or runs a centralized LPG piping system in a building, must register with DOE and still follow the Fire Code (RA 9514).
- Keep the paperwork. Your business permit and fire safety inspection come up every year at renewal. Our guide to coffee shop permits lists what the city asks for.
Frequently asked questions
